Companies Already Pursuing Space and Sea
Soham Mehta of the Foundation for American Innovation argued that underwater data centers should also be considered; China began operating what it claims is the world's first underwater data center in June. Google launched a satellite it says contains "data center class TPU," and SpaceX says it aims to deploy "thousands of AI satellites starting as soon as late 2027." Blue Origin has filed for a Federal Communications Commission permit to launch 50,000 satellites forming an "orbital data center system." Starcloud claims it carried "the first Nvidia H100 GPU into orbit" in November 2025.
Costs and Limits of Space Data Centers
Space-based data centers are much more expensive than land-based ones, cannot grow to hyperscale size, and are subject to the risks and whims of satellite launches. In Texas, Robert Paterson of the University of Texas at Austin said split control of the legislature means some immediate attempts at change "will probably be stymied a bit." Adrian Shelley of Public Citizen's Texas office said "data centers were a decisive factor in this blue wave" and called the coming legislative season "very interesting."
