Meservey, who is based in Washington, made his remarks during an interview with i24NEWS correspondent Nicole Zedeck. The comments followed a meeting on September 14 at the Hudson Institute between Meservey and Somaliland President Cabdiraxmaan Maxamed Cabdillaahi Cirro.
He stated that while Somaliland sometimes presents arguments, it has not consistently defined why the US has an interest in recognizing it. He argued that when discussing geopolitics and national interests, one must present a clear argument explaining why it is important for the US to recognize Somaliland.
The Strategic Case for Recognition

The Red Sea and Gulf of Aden have become areas of security and strategic competition, especially following Houthi attacks on ships and the rise of great power competition in the Horn of Africa.
Broader Context and the Federal Opposition
Meservey is among those in Washington who support re-examining US policy on Somaliland, particularly in light of changes in the Red Sea and Horn of Africa. His remarks highlight that Somaliland faces a question beyond merely claiming the importance of Berbera: what is the specific reason the US benefits from recognition, and how can Hargeysa make a persuasive case to Washington policymakers.
Somaliland declared independence from Somalia in 1991 and has since pursued international recognition. Israel became the first country to officially recognize Somaliland in December 2025, following its 1991 declaration. The Federal Government of Somalia views Somaliland as part of its territory and consistently opposes any step towards recognizing it as an independent state.
