Merseyside Police confirmed on Sunday that more than 50 people were arrested under the Terrorism Act after a protest in support of the banned Palestine Action group took place outside the Labour Party conference in Liverpool, organised by Defend Our Juries.
Protesters Demand Proscription Be Central to Burnham's Agenda
More than 250 demonstrators gathered outside the conference centre on Sunday, holding banners that expressed support for Palestine Action, which was proscribed as a terrorist organisation by the Labour government in July 2025 under the Terrorism Act. Police officers approached the crowd and, after asking if they intended to continue displaying the signs, led them away and arrested them under the same legislation. The arrests were carried out while officers stated they respected lawful protest rights but aimed to keep the peace and ensure public safety.
The activists said their goal was to place the issue of proscription front and centre of UK Prime Minister Andy Burnham's agenda on the opening day of his party's annual conference. One protester told Al Jazeera that being arrested was nothing compared to what people in Gaza are going through, and that the action was worth it because it was about their right to free speech. Another protester added that there are priests, healthcare workers, and people who deeply care about right and wrong.
Amnesty Condemns Arrests as Attack on Freedom of Speech
Kerry Moscogiuri, chief executive of Amnesty International UK, said that protesting is one of the most effective tools to make government leaders listen, and described the arrests as a truly shameful attack on freedom of speech. She called on the new prime minister to reform the laws so that communities are protected when coming together to demonstrate on issues they care about, and asked whether he would do so. Her comments came as the civil disobedience campaign that emerged after Palestine Action was outlawed in July 2025 continued to draw attention, with more than 3,600 people arrested for
showing their support for the group, often while holding signs reading, I oppose genocide. I support Palestine Action. The campaign has become a defining feature of the political landscape since the ban was imposed.

Miliband reportedly refused to comment on the matter when approached by the demonstrators. The confrontation was part of a broader day of protests that included the mass arrests outside the conference centre, underscoring the intensity of public and political debate surrounding the proscription of the group and the wider conflict in Gaza.
The events in Liverpool highlight the growing tension between the government's decision to ban Palestine Action and the ongoing civil disobedience movement that has drawn thousands of supporters into the streets. Amnesty International UK's criticism of the arrests has added further pressure on the Labour government to reconsider its approach to freedom of expression and protest rights in the context of the protracted conflict in Gaza.
