Somalia has reaffirmed its commitment to nationally led and locally implemented Anticipatory Action at the Second Eastern Africa Dialogue Platform on Anticipatory Action (EADP2), held on October 30, 2026, in Mombasa, Kenya, where the Somali Disaster Management Agency (SoDMA) Commissioner H.E. Mohamud Mo’allim Abdullahi represented the country at the high-level ministerial session.
Regional Officials Meet in Mombasa
The EADP2 ministerial session brought together ministers, commissioners and senior officials from across the region, including representatives from South Sudan, Uganda, Kenya, Djibouti and Sudan, as well as the Intergovernmental Authority on Development (IGAD). Discussions centred on integrating Anticipatory Action into national policies and institutions, implementing national roadmaps, strengthening early warning systems and regional cooperation, and securing predictable financing so that action can be taken before disasters develop into humanitarian crises.
Somalia’s Three Commitments
Somalia reaffirmed its commitment to completing the remaining steps towards institutionalising Anticipatory Action as a nationally led and locally implemented approach. It also committed to implementing its National Anticipatory Action Roadmap with clear responsibilities and accountability, and to increasing domestic financing alongside pre-arranged funding and support from development partners.
SoDMA Leadership and Objectives
Through SoDMA’s leadership, Somalia continues to advance efforts aimed at protecting lives, livelihoods and development gains through timely action before hazards escalate into disasters. The commitments stated at the Mombasa session set out the steps Somalia says it will take to institutionalise Anticipatory Action and to fund it through a combination of domestic and partner resources.
