Canada's Foreign Minister Anita Anand told the UN General Assembly that the global order has entered an era of profound disruption, urging nations to forge new partnerships as major powers retreat from multilateral cooperation.
A Rupture, Not a Transition
Anand opened her address with a maritime metaphor drawn from Nova Scotia, declaring that the tide has turned in the global order and that the upheaval represents a rupture, not a transition. She warned that state sovereignty, a cornerstone of the UN Charter, was too often treated with disdain by powerful nations.
Against this backdrop, Canada would pursue greater strategic autonomy, reducing over-reliance on any single partner while diversifying economic and diplomatic relationships across the Indo-Pacific, Gulf region, Latin America, Africa and Europe.
Values-Based Realism and Security Priorities
Canada would also pursue what Anand called values-based realism, strengthening strategic capabilities in emerging technologies, critical minerals, defence production and energy. She reaffirmed support for Ukraine and a comprehensive, just and lasting peace based on the country's sovereignty and territorial integrity.
On Iran, Anand said Canada regards the country as the principal threat to peace and security in its region and that Iran must never acquire a nuclear weapon. She also described Israeli settlements in the West Bank as illegal under international law.
Coalitions and a Path Forward
Canada would build issue-based coalitions of small States, middle powers and major powers to address common challenges, while reinforcing rather than replacing the multilateral system through its Partners for Multilateralism initiative aimed at reforming the UN and other international institutions.
Anand highlighted support for security and elections in Haiti, humanitarian assistance for crises including Sudan and Gaza, and international cooperation on responsible artificial intelligence and maritime security, concluding that Canada would move with confidence and strength.
