UNDP Launches New Five-Year Country Programme for Somalia
The United Nations Development Programme (UNDP) Somalia launched its new Country Programme Document (CPD) for 2026-2030 on Sunday (21 June 2026), outlining five years of collaboration with the Federal Government of Somalia, Federal Member States, and international partners.
The new programme aims to mobilize and spend approximately $306.7 million over the next five years to address Somalia’s complex development challenges.
Overcoming Challenges and Delivering Results
The launch of the new CPD comes after a challenging period for Somalia, characterized by climate shocks, political and security challenges, and the ongoing constitutional review process. Despite these obstacles, the previous UNDP Country Programme delivered notable results. By 2024, Federal Member States had assumed the responsibility of paying police salaries, previously supported by UNDP. Additionally, Somalia produced its first Human Development Index and Multidimensional Poverty Index in over three decades, and implemented a national early warning system to alert herders and farmers of climate disasters.
Strategic Focus: Strengthening Governance and Tackling Fragility
The new CPD is built around two pathways: strengthening governance and the social contract between citizens and the state, and tackling economic fragility and climate vulnerability together. It targets a narrower set of outcomes, where UNDP’s support is most impactful.
By 2030, the programme aims to directly benefit over 50,000 people with jobs and livelihood support, more than double the reach of the previous cycle.
Gender-Focused Work and Institutional Strengthening
The new programme also commits to allocating at least 15% of project budgets towards gender-focused initiatives, exceeding standard gender mainstreaming practices. Additionally, UNDP is stepping up its role in strengthening national institutions as the UN Transition Mission in Somalia winds down.
The event was attended by representatives from the private sector, academia, civil society, and the media, reflecting the wide ownership and support for the new UNDP Country Programme Document.
