A 51-year-old electrical engineer from the U.S. Department of Energy has been arrested on charges of providing material support to the Iran-backed Houthi rebels in Yemen, including purchasing chemicals for homemade explosives and traveling to the country to assist the group's communications capabilities.
Arrest and Court Appearance
Ashton Hamed Ellaboudy, 51, of Richland, Washington, was taken into custody on Thursday and is scheduled to appear in court for the first time on Friday. No attorney has been listed in court records to speak on his behalf at this time.
Ellaboudy is charged under a federal law that criminalizes providing material support to groups designated as foreign terrorist organizations by the United States, a designation that includes the Houthis.
Investigation Details and Deception
Upon returning to the United States, Ellaboudy told Customs and Border Protection officials he was traveling back from Oman on a work trip and was part of a U.S. government mission to inspect defense facilities. However, investigators interviewed his supervisor, who reported having no knowledge of any international travel or an Energy Department missile inspection program that Ellaboudy would have been part of.
Ellaboudy was recorded telling FBI informants that he had to be smuggled into and out of Yemen and that he had hoped to reach the country's capital to make government-level connections. He was ultimately unable to make it to Sanaa.
Charges and Broader Context
The FBI says investigators began looking into Ellaboudy after learning that he had purchased precursor chemicals commonly involved in the construction of homemade explosive devices, including acetone and sodium bisulfate, as well as parts used for drones. During the course of the investigation, he communicated with multiple informants, including one who purported to be a Houthi colonel, and provided advice and assistance on communications equipment.
John Eisenberg, an assistant attorney general in charge of the Justice Department's National Security Division, said: 'These allegations are so deeply disturbing that they almost defy imagination.' The Houthis and Saudi-backed government forces are now engaged in renewed violence that has killed hundreds and displaced tens of thousands.
