The US Coast Guard intercepted the cargo vessel Grace on 5 September in the Caribbean Sea between Cuba and Mexico, after boarding the ship and confirming it was carrying fuel destined for the island nation.
The Interception and Boarding
The Coast Guard stopped the 91-metre-long vessel Grace on 5 September while it was transiting through the Caribbean Sea between Cuba and Mexico. The ship was believed to be using deceptive tactics common among the so-called dark fleet to evade detection by authorities.
A Coast Guard boarding team then took control of the ship and escorted it to Mexican waters, where a Mexican navy inspection team confirmed the presence of large quantities of fuel stored in the vessel's ballast tanks.
Illicit Cargo and Dark Fleet Tactics
In addition to the fuel in its ballast tanks, the vessel was also carrying several containers believed to contain illicit fuel. The Coast Guard stated that Grace was transiting to Cuba and was believed to be employing tactics common amongst the dark fleet.
Adm Kevin Lunday, the commandant of the Coast Guard, said that the high seas are not a sanctuary for lawlessness and that dark fleet actors who employ deceptive tactics to engage in illicit activities will not evade justice.
Cuba's Fuel Crisis and US Policy
The Trump administration has openly stated that its goal is to change Cuba's government, and a US-imposed oil blockade implemented earlier this year has put the country under severe strain as it contends with fuel shortages and blackouts.
Oil shipments from Cuba's traditional suppliers, Venezuela and Mexico, ended abruptly after the US ousted the Venezuelan president, Nicolás Maduro, in January, leaving the island with few options for fuel imports.
