As of December 2025, nearly 6 million refugees had fled Ukraine since the conflict escalated in February 2022, with around 65,000 recorded in Hungary. The country remains a critical entry point, hosting refugees under Temporary Protection status amid a slower but continuing arrival pace.
Hungary as a Key Entry Point for Ukrainian Refugees
Hungary has six land border crossings, making it a vital gateway for people fleeing the conflict in Ukraine, including Hungarian dual nationals. Although most refugees have opted for Temporary Protection status, with more than 55,000 applications to date, others have chosen alternative legal pathways. The ongoing uncertainty in Ukraine means displacements are expected to continue throughout 2026.
New arrivals are arriving at a slower pace compared to earlier periods, with approximately 500 new Temporary Protection applications per month in 2025 and around 475 per month in the first half of 2026. Despite this deceleration, the humanitarian community remains vigilant, anticipating that additional refugees will seek safety in Hungary, joining those already residing in the country.
Coordinated Humanitarian Response Through the Refugee Response Plan
To address the needs of refugees across the region, UN agencies, NGOs, and civil society organizations have joined forces under the Refugee Response Plan (RRP), which unites humanitarian actors in 10 countries, including Hungary. Since 2022, four RRPs have been developed, with the current and final one covering both 2025 and 2026, providing a coherent response strategy and coordinated funding appeal.
In Hungary, the RRP is coordinated through the Refugee Coordination Forum (RCF), which brings together the work of over 60 humanitarian organizations, volunteer groups, and local responders. Preliminary findings from the 2025 Socio-Economic Insights Survey (SEIS) were presented and discussed with RCF partners in December 2025, while key findings were shared with donors in February 2026.
The 2025 Socio-Economic Insights Survey: Methodology and Data Access
The 2025 Hungary SEIS was funded by UNHCR and conducted under the auspices of the RCF. Scale Research carried out the data collection between September and October 2025, surveying 431 households, representing 973 household members among the refugee population from Ukraine. The survey included multi-sectoral questions at both individual and household levels, covering protection, health, education, accommodation, and livelihoods.
This survey is part of a broader regional data collection effort across RRP countries, with a harmonized design to identify the most pressing needs of Ukrainian refugees. The 2025 Hungary SEIS is the direct successor of the Multi-Sector Needs Assessment (MSNA) conducted in Hungary and across the region in the past years. The data collected through the SEIS have been anonymized and are available for further analysis through the UNHCR Microdata Library.
