The Federal Reserve's inspector general issued a 120-page report Wednesday finding no criminal wrongdoing in the central bank's ballooning building project, but faulted the Board for poor contract management that more than doubled costs from $921 million to $2.018 billion.
No Criminal Violations Found Despite Political Pressure
The report stated that at no point did the watchdog find reasonable grounds to believe a violation of federal criminal law had occurred requiring a referral to the U.S. Attorney General. This conclusion came after a Justice Department probe into whether former Chair Jerome Powell committed perjury before a Senate committee was dropped in April following a judge's ruling.
Trump seized on the findings Wednesday to renew his call for Powell's resignation, writing on Truth Social that the former chair 'can't manage a Building, and he certainly shouldn't be allowed to manage his High Interest Rate Policy.' He also declared he did not want the building named after him.
Cost Overruns Driven by Contract Failures, Not Luxury Features
Construction costs more than doubled from an original estimate of $921 million in February 2020 to $2.018 billion by December 2024, with work expected to continue until December 2027. The report found that key project management decisions transformed the contract into a cost-plus reimbursement model, rather than the luxurious water fountains and marble facades critics highlighted.
A 2023 design shift from open to closed office space caused significant delays, while the Fed also cited inflation spikes and asbestos remediation as contributing factors. However, the report emphasized these did not account for the effect of decisions that deviated from cost-management provisions.
New Leadership Pledges Oversight and Remedies
Current Fed Chairman Kevin Warsh welcomed the findings and announced the General Services Administration would take on a consulting role to help oversee the project. He also said the Fed would engage an independent auditor to evaluate all costs and pursue appropriate remedies, including reimbursement for work paid for but not performed.
Senator Elizabeth Warren said the report confirmed that U.S. Attorney Jeanine Pirro and Attorney General Todd Blanche have no basis to restart the President's witch hunt against Powell. Meanwhile, Powell remains on the board as one of seven governors until January 2028, having prevented the administration from filling another seat.
