Parliamentary Vote on Civil Service Reform
On Monday, members of the House of the People convened at Villa Hargeysa to deliberate on a directive from Prime Minister Xamza Cabdi Barre, which called for the implementation of a competitive, merit-based system for filling director-level positions in government ministries and agencies.
The vote resulted in a decisive rejection, with 136 members voting in favour of rejecting the decree, while two members voted against it and two abstained, as announced by the second deputy speaker, Abdullahi Abshiroow.
PM Xamza's Merit-Based Recruitment Directive
In a letter issued from his office, Prime Minister Xamza Cabdi Barre directed all ministers and government officials to fully implement a new recruitment and appointment system based on competence and priority, citing Article 161 of the Federal Constitution and Article 7 of the Civil Servants Act.
The directive specifically instructed the civilian personnel board to commence the first phase of restructuring director-level positions by September 20, arguing that qualified, permanent leadership is essential for effective policy implementation and service delivery.
Parliamentary Criticism of the Reform Process
The second deputy speaker, Abdullahi Abshiroow, expressed concern that the implementing agency had rushed the matter without adequate legal frameworks, noting that the House had specifically requested a debate on the issue before voting.
He stated that the members voted to reject the decree because they believed the process lacked proper legal regulation and that the implementing body had acted with undue haste in advancing the reform agenda.
