Ministerial Meeting Approves National Strategy
Deputy Prime Minister H.E. Jibril Abdirashid Haji Abdi chaired a ministerial-level meeting in Mogadishu that formally approved the National El Niño Preparedness Plan 2026–2027, bringing together federal institutions, Federal Member States and local authorities under a unified coordination framework.
The meeting was convened to strengthen nationwide preparedness based on forecasting and early-warning systems, ensuring that all levels of government work in concert to mitigate the risks posed by the upcoming El Niño cycle.
Plan Targets People, Livestock and Infrastructure
The approved plan focuses on strengthening early warning and risk monitoring, as well as protecting people, livestock, agriculture, water resources and critical infrastructure across the country.
By integrating these sectors into a single preparedness architecture, the government aims to reduce vulnerability and ensure that resources are deployed efficiently when conditions deteriorate.
Deputy PM Urges Swift Implementation
Deputy Prime Minister Jibril urged all relevant institutions to implement the plan effectively and swiftly, emphasizing coordination, accountability, early action, response and recovery as the pillars of the national effort.
He stressed that the success of the strategy depends on timely execution and that every institution must hold itself to the highest standards of responsibility throughout the planning and response cycle.
