Iraq's US-led Operation Inherent Resolve mission against ISIS has ended, with the final 2,500 American troops set to leave by October 1, 2026, marking the conclusion of more than two decades of US military involvement in the country.
A New Era for Iraqi Sovereignty
Iraqi Prime Minister Ali al-Zaidi declared that October 1 would mark a new day for the Iraqi state, free of foreign military presence and completing national sovereignty over its territory. The occasion will be celebrated as Independence Day with four official public holidays, symbolizing the end of an era.
The withdrawal concludes 12 years of the US-led Operation Inherent Resolve mission against the Islamic State group, which at the time was advancing across Iraq and neighboring Syria. This departure also marks the end of more than two decades of US military involvement in Iraq, following the 2003 invasion, the 2011 withdrawal, and the 2014 return to fight ISIS.
Disarmament Challenges and Regional Tensions
Baghdad has set a new deadline of June 30, 2027, for the disarmament of Iraq's armed groups and militias, including a 90-day period during which armed groups would refrain from attacks in exchange for assurances that US forces would not target them. However, the hardest-line armed groups — Kata'ib Hezbollah, Harakat al-Nujaba and Kata'ib Sayyid al-Shuhada — have given no indication they are prepared to surrender their weapons.
Since the beginning of the US-Israeli war with Iran in February, attacks by Iraq's Iran-backed armed groups on US-linked targets in Erbil have been on the rise. Kurdish Prime Minister Masrour Barzani has called on Baghdad for protection against missile and drone attacks from Iran, while Iranian attacks on infrastructure belonging to Iranian Kurdish opposition groups in Iraq have also increased.
Shifting US-Iraqi Relations and Future Outlook
US Defense Secretary Pete Hegseth said after meeting with Iraqi Prime Minister al-Zaidi that they had discussed how a sovereign, stable and strong Iraq would pave the way for mutually beneficial commercial and defense cooperation. Hegseth added that building a normal US-Iraq bilateral defense relationship requires a secure environment free from terrorist coercion.
Chatham House's Mansour noted that US-Iraqi ties will not end on September 30 but rather shift toward other arenas, including economic ties rather than having a security-focused relationship. Renad Mansour predicted that even next year, many armed groups will continue to remain free of the central government, reflecting Iraq's highly fragmented political landscape since the 2003 US invasion.
