A senior DP World official has revealed that Berbera port is operating at roughly 30% of its expanded capacity, eight months after Somalia's federal government annulled all agreements with the UAE. The disclosure raises questions about the viability of the port's role as an alternative gateway for Ethiopia and the wider Horn of Africa.
Capacity and Investment
DP World has increased Berbera's annual container-handling capacity to 500,000 TEUs, with the port also able to handle about two million tonnes of general, bulk and break-bulk cargo each year. Despite this expansion, the port remains significantly underutilised, according to a senior DP World official who spoke to Middle East Eye.
Jama Mohamed Ahmed, DP World's commercial director for the Horn of Africa, disclosed the 30% utilisation figure, noting that the port has yet to attract the level of Ethiopian trade anticipated when it was expanded. The company has committed up to $442 million to the development and expansion of the port under a long-term concession.
Ethiopian Trade Ambitions
DP World has promoted Berbera as an alternative maritime gateway for landlocked Ethiopia, which conducts most of its international trade through neighbouring Djibouti. Those ambitions received a potential boost in January 2024 when Ethiopia and Somaliland signed a memorandum of understanding over access to the coast.
However, the Berbera port plans tied to increased Ethiopian trade have yet to materialise on the scale envisaged. In 2021, the company and Ethiopia's transport ministry signed an agreement to explore development of the Ethiopian side of the corridor, with partners at the time envisaging up to $1 billion in logistics investment over 10 years.
Regional Reactions and Concerns
Ahmed Abdi, a Mogadishu-based geopolitical analyst, told Somalia Today that the 30% utilisation figure reinforced long-held concerns about the UAE's involvement in Berbera and Bosaso. He said the figure confirmed what he has believed for some time: that the reason the UAE took control of the ports was to suppress competition and protect Jebel Ali port.
Abdi said Somaliland and Puntland should reconsider their agreements with DP World, citing Eritrea and Djibouti, which previously ended their agreements with the Dubai-based port operator. Meanwhile, Puntland, Jubaland and Somaliland rejected the federal decision and said their agreements with the UAE would remain in force.
