Iran's head of the Atomic Energy Organisation, Mohammad Eslami, will not attend the IAEA General Conference in Vienna for the first time in years after the United States denied a travel waiver, a move that underscores the deepening rift between Tehran and the West.
US Denies Travel Waiver for Sanctioned Official
Austria asked the UN sanctions committee to exempt Eslami from his travel ban so he could attend the conference, but the request was rejected. US Energy Secretary Chris Wright told reporters in Vienna that Eslami is a sanctioned individual and his waiver request was denied.
Wright said, 'He's a sanctioned individual and we don't want sanctioned individuals evading their sanctions. He asked for a waiver of the sanctions and it was denied.' Eslami has regularly attended and addressed the IAEA General Conference since becoming head of Iran's Atomic Energy Organisation in 2021.
Deteriorating Iran-West Relations and Nuclear Tensions
The United States and Iran have resumed fighting after a fragile ceasefire collapsed in July. Since Israel and the US struck Iran's nuclear sites during the 12-day war in June 2025, Iran has not granted IAEA inspectors access to the affected facilities, even though it is legally obliged to cooperate under the Nuclear Nonproliferation Treaty.
Iran maintains a stockpile of 440.9 kilograms (972 pounds) of uranium enriched up to 60% purity, a short technical step away from weapons-grade levels of 90%. The IAEA has been unable to verify the status of this stockpile since the June bombing.
Snapback Sanctions and Contradictory Reports
Last year, France, Britain and Germany triggered the snapback mechanism that automatically reimposed all UN sanctions on Iran over its nuclear program. The reinstated sanctions include a travel ban, a conventional arms embargo, restrictions on ballistic missile development, asset freezes and a ban on producing nuclear-related technology.
Despite the official saying Eslami was not expected to attend, Iran's state news agency IRNA reported that Eslami left Tehran for Vienna to take part in the IAEA conference. Iranian state television said Eslami and a delegation travelled to Vienna on a regular flight Saturday but were 'blocked on the way because of obstructions by the United States'.
