The Investigation and the Film
The probe centers on roughly $12 million that flowed from a Daniel Vorcaro-linked entity to a fund tied to Eduardo Bolsonaro, the senator's brother and campaign adviser, who lives in Texas. Vorcaro, the disgraced banker behind the collapsed Banco Master, was arrested in March and accused of engineering one of the largest fraud scandals in Brazilian history, with an estimated 800,000 bank clients among its victims and a fraud valued at roughly $2.3 billion.
The funds were allegedly sought to help produce 'Dark Horse,' an unreleased film starring Jim Caviezel as the elder Bolsonaro. Investigators are examining the origin of the funds, the companies that made the transfers, and the ultimate beneficiaries. Federal police raided the production company behind the film and the office of congressman Mario Frias, its executive producer, on Thursday. Both have been barred from leaving the country and deny wrongdoing.
Responses from the Bolsonaros
Flavio Bolsonaro has denied wrongdoing, saying he was simply seeking private investment for his father's film. He told reporters at a campaign stop, 'It is very positive that the documents are unsealed.' Eduardo Bolsonaro told Reuters, 'They want to frame this as bribe money, which it isn't. That's a lie.' He said the transfers were intended to shield the funds from interference by Supreme Court Justice Alexandre de Moraes, a frequent target of right-wing criticism.
On social media, Eduardo Bolsonaro said investigators 'are trying to repeat the mechanism that worked against Jair Bolsonaro.' The disclosures come three weeks before Brazil's October 4 election, in which polls show Bolsonaro and Lula roughly tied. A runoff, if needed, is set for October 25.
Broader Court Turmoil
The case remained sealed until Chief Justice Luiz Edson Fachin ordered it made public this week. Justice Mendonca, a Bolsonaro appointee, unsealed on September 1 a series of documents purporting to show Vorcaro seeking advice from de Moraes, his colleague on the court. De Moraes shot back that Mendonca had abused his position in the government by unsealing those documents and seeking a private audience with Vorcaro, without prosecutors or police present.
De Moraes oversaw the 2025 criminal case against Jair Bolsonaro, who was sentenced to 27 years in prison for plotting an attempted coup. The court is set to decide whether to launch an investigation into de Moraes next week. Allegations of ties between Flavio Bolsonaro and Vorcaro emerged in May, when the publication Intercept Brasil published leaked messages between the two.
