King Mohammed VI has appointed Fatima Ezzahra El Mansouri as Morocco's first female prime minister, a historic milestone that also makes her the second woman to hold the post in the Arab world. The 50-year-old lawyer and former mayor of Marrakesh was named to the role just four days after her party won the most seats in last week's parliamentary elections.
A Historic Appointment and a Coalition Challenge
In a televised address, El Mansouri declared her appointment 'truly historic', noting that for the first time in the country's history, a woman is leading the government. She said the moment is a source of pride for all Moroccan women. The appointment came four days after the results of last week's elections were announced, with her party winning the most votes.
However, El Mansouri's Authenticity and Modernity Party (PAM) fell well short of the 198 seats needed for an outright majority, securing only 97 of the 395 seats in the House of Representatives. She will now have to negotiate with other parties to form a coalition, a task for which her experience as PAM's national coordinator could prove valuable.
A Political Career Built on Local Governance
Born in Marrakesh in 1976, El Mansouri studied law at the University of Montpellier in France and New York University in the United States. She entered local politics in 2009 when she was elected mayor of Marrakesh, becoming the first woman to hold the city's mayoralty, and later returned to lead the municipal council following the 2021 elections.
In October 2021, she moved into national government as Minister of National Spatial Planning, Urban Development, Housing and Urban Policy. During her tenure, she oversaw key files including the direct housing support programme, urban planning reforms, and the rehousing of those affected by the Al Haouz earthquake.
Key Priorities: Youth, the World Cup and Western Sahara
El Mansouri has made young Moroccans a central focus of her platform, promising to restore hope in a country facing mounting economic and social pressures. She said during the campaign: 'Young people are going through a crisis and we must provide them with answers. We want to restore their hope, not only through speeches, but through concrete solutions.'
She will also have to oversee Morocco's preparations to co-host the 2030 World Cup with Portugal and Spain, and carry forward the government's autonomy plan for the disputed Western Sahara. The governing coalition will decide allocations for billions of dollars in investments ahead of the tournament.
