US Ambassador to NATO Matthew Whitaker confirmed that Washington is conducting a comprehensive review of its force posture across European territory, a process triggered by access disputes with several allies during the US-Israel conflict with Iran known as Operation Epic Fury.
Origins of the Force Posture Review
The review was formally announced by US Secretary of War Pete Hegseth at a NATO defence ministers meeting in Brussels this June, following a series of disagreements over military access during the Iran operation. Hegseth described the decisions of countries that declined to participate as 'shameful' and warned that such refusals placed American troops at risk.
Spain adopted the firmest stance by denying US access to its airspace and military bases entirely, while Italy imposed restrictions and France limited fighter jet refuelling from its installations. The UK initially permitted use of Royal Air Force sites for defensive purposes before later expanding access to support strikes on Iranian targets.
Scope and 'America First' Framework
Whitaker explained that the review examines where US forces are stationed and the extent of Washington's access to allied airspace and military infrastructure, guided by the Trump administration's 'America First' approach. He stated that the policy means evaluating what is in the interest of the United States and its taxpayers.
Some leaked reports suggested up to 40,000 troops could be withdrawn from NATO territory, but Whitaker dismissed these figures as incorrect, noting that the plan has not even been finalised by the Secretary of War's policy shop and that such leaks are attempts to confuse the public.
NATO 3.0 and Future Alliance Relations
A leaked questionnaire circulated among NATO members during the summer asked governments to detail their responses to the Iran conflict, including whether they granted access to their airspace and military bases during the initial phase of the operation. The questionnaire also probed members' positions on 'NATO 3.0', a US-backed shift placing central responsibility for Europe's conventional defence on European allies.
Whitaker told Euronews that the US will have to 're-evaluate' its relations with allies that deny American troops access to bases or airspace in future operations. He emphasised that Washington is continuing conversations with countries that restricted access to ensure such issues do not recur.
