A Unified Architecture for Protection Work
The new Terms of Reference reflect the evolution of the Protection Cluster coordination architecture in Ukraine and formalize an integrated coordination model that brings together Protection, Child Protection and Gender-Based Violence under a single structure while maintaining dedicated technical leadership and specialized coordination arrangements for Child Protection and GBV.
This consolidation is designed to streamline response planning and ensure that the most vulnerable populations receive coordinated support without losing the technical depth that each sub-sector requires.
Governance, Roles and Partner Engagement
The document sets out the Cluster's mandate and core functions, governance and coordination arrangements at national and sub-national levels, as well as the roles of UNHCR as the Cluster Lead Agency, the Protection Cluster Coordination Team, NGO Co-Coordination, the Strategic Advisory Group and the wider Protection Cluster membership.
For partners, the ToR provides a common framework for participation in the Cluster, including engagement in coordination and information-sharing, contribution to joint analysis and response planning, application of agreed standards and guidance, and adherence to humanitarian principles and the Principles of Partnership.
