Secrecy and a Bypassed Local Government
The project went through an agency called MIDA, the Military Installation Development Authority, which has a luxury ski resort that gives veterans discounts and began as a way to create projects on military property that was unused or could be put to more economic use. MIDA has a lot of power to override local land use, but in order to establish a project area, the board has to ratify it and all the landowners in the area have to give their consent and then the local government must give its consent.
The county didn't even know about the project until about a month before it was announced. The county commissioners started hearing rumors about the data center in late March, and the county commissioners had a meeting in late April when word started to trickle out. MIDA voted to approve the project two days after the county commissioners' meeting in late April.
