Last week, President Volodymyr Zelenskyy revealed at the United Nations that Ukraine had sent two North Korean soldiers to South Korea, describing them as 'not easy to capture alive.' Hours later, President Lee Jae-myung expressed dismay, with Seoul insisting that confidentiality was essential to protect the POWs' families from repercussions in North Korea.
On Monday, Seoul summoned Ukraine's envoy in the South to voice 'serious concerns' over the disclosure. Earlier this week, the foreign ministry stated that both sides had 'agreed to handle it confidentially' given the 'personal safety of the individuals involved and their families.' Lawmaker Yoo Yeong-ha clarified that while no agreement existed between the leaders themselves, diplomatic officials from both sides had reached a confidentiality understanding during their communications.
Spy Agency Suspects Political Motive
Lawmaker Yoo Yeong-ha reported on Wednesday that Seoul's spy agency believes Zelenskyy 'may have decided to disclose the transfer' in the hope that it could 'generate public support in Seoul for providing Ukraine with weapons and other forms of assistance.' Another lawmaker, Youn Kun-young, confirmed the two POWs arrived in South Korea from Ukraine in mid-September and were 'in generally good health, with no major health concerns,' with their 'willingness to come to South Korea was confirmed several times.'
One of the POWs told South Korean media he was conscripted at age 17 and had served in a reconnaissance unit. A lawmaker had previously noted the pair wanted to live a 'normal life' in the South. The Ukrainian side had proactively requested strict confidentiality from the outset, citing concerns about the potential impact on future prisoner exchanges with Russia.
Arms Supply Tensions Loom
The row risks complicating Kyiv's requests to Seoul for armaments supplies. South Korea has not provided lethal weapons to Ukraine, citing a domestic ban on militarily aiding countries at war. Nevertheless, it has been considering requests for defensive weapons, especially since North Korea deployed troops to support Russia in pushing back a surprise Ukrainian incursion into the Kursk region in 2024.
Ukraine captured the two North Korean soldiers early last year among Pyongyang's troops fighting for Moscow. The incident highlights the delicate balance between humanitarian considerations and geopolitical interests as Seoul weighs its role in the broader conflict.
