Leaders of Egypt, Eritrea, Somalia, and Sudan convened a quad consultative summit in El-Alamein on 4 October 2026. Hosted by President Abdel Fattah El-Sisi, the gathering focused on upholding international law, supporting national sovereignty, and coordinating efforts for regional peace and sustainable development.
Commitment to Sovereignty and Territorial Integrity
The participating leaders issued a joint declaration emphasizing the necessity of adhering to the fundamental principles and pillars of international law as the basis for regional stability. The summit addressed the critical need to support the unity, sovereignty, and territorial integrity of the Republic of Sudan, explicitly agreeing to reject the creation of any parallel entities within the country.
Similarly, the leaders reaffirmed their commitment to the unity and sovereignty of the Federal Republic of Somalia. The declaration included a firm agreement to reject any recognition or support for the so-called Somaliland, characterizing such actions as an infringement on Somalia's sovereignty and territorial integrity. The group also pledged to support national institutions and promote peaceful solutions to conflicts in the region.
Strategic Cooperation on Security and Resources
The summit discussed coordinating joint efforts to achieve regional stability and create a favorable climate for shared and sustainable development. Specific attention was given to the Red Sea, where leaders agreed to emphasize the principle of freedom of navigation and affirmed that the governance of the sea is the exclusive responsibility of the littoral states.
Addressing transboundary water resources, the participating leaders agreed to emphasize the importance of respecting international law on rivers, including the Nile. They highlighted the principle of no harm and the necessity of cooperation through prior notification, consultation, and consensus, while rejecting any unilateral measures that harm existing water uses of downstream states.
